was born on October 9, 1941, in Ōji (Oji Paper Co., Ltd. Power Plant) in Niseko Town, Abuta District.

Career History / Education and Professional History

March 1954: Graduated from Niseko Elementary School.

March 1957: Graduated from Niseko Junior High School.

March 1960: Graduated from Hokkaido Kutchan High School.

March 1964: Graduated from Takasaki City University of Economics (Faculty of Economics).

April 1964: Joined Takasaki Paper Co., Ltd.

April 1966: Became Secretary to Takeo Fukuda (former Prime Minister). Later became Official Secretary to a Member of the Diet (Public Secretary No. 2).

April 1975: Elected to the Hokkaido Prefectural Assembly.

April 1979: Elected for his second term. Became Deputy Secretary-General of the LDP Hokkaido Federation. (LDP: Liberal Democratic Party)

April 1983: Elected for his third term. Became Chairman of the Hokkaido Federation of Young Assembly Members.

July 1986: Elected to the House of Representatives (Former Hokkaido 1st District).

April 1991: Ran for the Hokkaido gubernatorial election with LDP endorsement, but lost.

July 1993: Elected for his second term. Became Director of the LDP Urban Affairs Division. Joined the newly formed Jiyuto (Liberal Party). Served as Parliamentary Vice-Minister for Hokkaido Development. Later returned to the LDP.

October 1996: Elected for his third term. Served as Parliamentary Vice-Minister of Construction. Served as an Executive Member of the LDP General Council.

June 2000: Elected for his fourth term. Served as Chairman of the Cabinet Committee. Served as a Director of the Committee on Rules and Administration.

May 2001: Appointed State Minister of Land, Infrastructure, Transport and Tourism.

May 2003: Became the 21st Chairman of the LDP Hokkaido Federation.

April 2007: Ran for the Otaru mayoral election, but lost.
